GithubでIssue/PRのtemplateが使えるようになったようです

GitHub - dear-github/dear-github: An open letter to GitHub from the maintainers of open source projects の回答で示されたIssue改善の一つのようです。

Issue and Pull Request templates
CONTRIBUTING.md, ISSUE_TEMPLATE.md, and PULL_REQUEST_TEMPLATE.md を .github/ 以下におけばよいとのこと。
